Panel's diagnosis of injured worker "out of the blue"

A workers' compensation medical panel diagnosed a worker with a mental disorder that had been dropped from the go-to international disorders manual, and breached the rules of natural justice in making its decision "out of the blue", the Victorian Supreme Court has found.
